Certificate of Eligibility Japan: Who Applies, Documents, Timeline and Validity (2026)

A Certificate of Eligibility (COE) for Japan is a document issued by Japan’s Immigration Services Agency that confirms you qualify for a specific status of residence, and it is not a visa. In most cases your school, employer or family member in Japan applies for it, not you.

The certificate of eligibility Japan requires for most long stays is the step that confuses people most. You cannot get a long-term Japanese visa for study or work by walking into an embassy with a passport. First someone in Japan files for your COE, then you take the approved COE to a Japanese embassy or consulate and apply for the visa. This guide explains what the certificate of eligibility Japan applicants need is, who applies, what documents are involved, how long it takes, how long it stays valid, what it costs, how the visa step follows and which mistakes cause delays. The facts come from a Migaku guide last updated on 30 May 2026, a Ritsumeikan University support page, an e-housing article published on 12 January 2026 and a Japanese consulate page dated 14 September 2026. The Ritsumeikan page has no date. Migaku and e-housing are private company blogs, so the university and consulate pages are closer to official, but none is the Immigration Services Agency itself. The sources also disagree on the visa fee, which we explain below. Rules differ by status and nationality, so confirm everything with your sponsor and your embassy. For the wider visa picture, read our Japan visa requirement guide.

What Is a Certificate of Eligibility for Japan?

It is a pre-screening document that says you meet the conditions for a particular status of residence, such as student, worker or spouse. It does not guarantee a visa.

The Migaku guide says the Immigration Services Agency, part of Japan’s Ministry of Justice, issues it and that it confirms you qualify for a specific status. The consulate page says it verifies the activity you plan to do in Japan and shortens visa and immigration processing. Both say you still need the visa. A Japanese embassy or consulate reviews the COE and issues the visa. If you only plan a short tourist stay, the COE usually does not apply, and our Japan visa requirement guide covers that side.

Who Applies for the Certificate of Eligibility Japan Requires?

A sponsor in Japan applies, not the traveler. That is usually a school, an employer, a family member or an authorized lawyer.

Migaku says you generally cannot apply from abroad yourself and lists the employer for work visas, the school for student status, a Japanese spouse or relative for family statuses and a licensed immigration lawyer or administrative scrivener acting for the sponsor. The e-housing article agrees that a sponsor files and the consulate asks applicants to get the COE first. The Ritsumeikan page shows how it works for students: the university’s International Center applies by proxy, but students must first complete the necessary procedures including payment of tuition fees and submit documents by email or through an online desk. Applications go to the Regional Immigration Services Bureau that covers the sponsor’s location, according to Migaku and the consulate. If you are applying for a scholarship, our MEXT scholarship guide explains the Japanese government route, where the process is handled differently, so follow the instructions you receive.

What Are the Steps From COE to Entry?

The path is: sponsor files, wait for review, receive the COE, apply for the visa abroad and enter Japan within the validity period. The table summarizes it.

StepWhat happens
1. Confirm statusStudent, work, family or another status
2. Gather documentsYou and your sponsor prepare papers
3. Sponsor filesAt the Regional Immigration Services Bureau or online
4. ReviewMay include requests for more documents
5. COE issuedBy mail or as an electronic PDF
6. Visa applicationAt the Japanese embassy or consulate
7. EntryWithin 3 months of the COE issue date

The e-housing article describes the same flow with a final step of receiving your Residence Card after you arrive. Online filing has been available since March 2023 according to Migaku, and the e-housing article says the COE can be sent by email as a PDF since that date. Migaku adds that an updated Online Residence Application System launched on 5 January 2026, and that some procedures, such as changing from short-term visitor status to a long-term one, must still be filed in person.

Documents prepared for a Certificate of Eligibility for Japan

What Documents Do You Need?

You need a form for your status, a photo, a passport copy and status-specific papers. The sponsor adds its own documents.

Migaku lists a COE application form for the specific status, one passport-style photo of 4 cm by 3 cm on a white background, a copy of the passport photo page, a return envelope or an email address for an electronic COE and supporting documents. For a student, it names bank statements and an admission letter. For work, it names an employment contract and company registration. For a spouse, it names a marriage certificate and family register. Ritsumeikan adds that financial certificates and the photo must be issued or taken within three months of submission to the university. Your school will give you its own checklist, so follow that. Our scholarship documents checklist guide helps you organize paperwork.

How Long Does the Certificate of Eligibility Japan Process Take?

The standard range is one to three months, though some cases are faster and some are slower. Sources differ on the details.

Migaku gives a standard time of one to three months, about four to six weeks for established sponsors and about two to three months for newly established Japanese subsidiaries. The e-housing article says many standard cases take eight to ten weeks, simple ones can take about four weeks, and it cites late-2024 data of 90 to 110 days for dependent COEs in some regions and 70 to 90 days for work COEs. Ritsumeikan says generally four to eight weeks for its students. These ranges overlap but are not identical, so ask your sponsor for the current expected time, and apply early. After the COE, the embassy visa step takes at least five business days according to the consulate page, and Migaku and e-housing give about five working days or less. Mailing time is extra.

How Long Is the COE Valid?

It is valid for three months from the issue date, and you must enter Japan within that window. Migaku says the COE becomes void after that and you must reapply.

The consulate page also says you must enter within three months of the issue date. Ritsumeikan adds a school rule for its students: enter within one month before the semester starts, in September for autumn entrants and March for spring entrants. Do not book your flight before you know the COE date, and do not let the visa step run so late that the validity expires. The consulate says that if you have not booked a flight, you can list a tentative arrival date, port of entry and flight number on the visa form.

How Much Does the COE Cost?

The sources say there is no government fee for the COE itself, but the visa fee figures conflict. Check your embassy’s current table.

Migaku says the COE costs nothing and that the embassy single-entry visa fee is about 15,000 yen as of 1 April 2026, up from about 3,000 yen, with US citizens and certain other nationalities exempt. The e-housing article, published in January 2026 before that date, gives roughly 3,000 to 6,000 yen and says many nationalities are exempt. The consulate page says US citizens pay no visa fee and refers to a separate fee page for others, with payment in exact cash or money order only. The e-housing article adds that the sponsor typically includes a return envelope, which it prices at 460 yen in stamps for registered mail. What Happens at the Visa Step?

You take the COE, your passport, a form and a photo to the embassy or consulate that serves your area. Rules differ by consulate.

The e-housing article lists the passport, the COE, a visa application form and a passport photo, and says the embassy may ask for more. The San Francisco consulate page gives a stricter list: an original passport with at least one blank visa page, a photo taken within six months, a hand-signed form, a copy of the front and back of the COE or the full COE email, proof of residence in its jurisdiction, a signed release of liability form, the visa fee and a prepaid return envelope. It accepts applications by mail or drop-off only. Another consulate will have different rules, so use your own embassy’s page. Check your passport first with our passport 6 month rule guide, and see our passport application guide if you need a new one.

Are There Recent Changes to Watch?

Yes. Migaku lists a new online system, a higher visa fee and health screening for some nationalities. Confirm each one for your case.

Besides the online system and the fee, Migaku says some engineer and specialist applicants at smaller firms must show Japanese language proof from 15 April 2026 and that pre-entry tuberculosis screening applies to certain nationalities, including the Philippines, Nepal and Vietnam, starting in 2025. These are one private guide’s summary, so check the Immigration Services Agency and your embassy. What If Your COE Is Delayed or Rejected?

Ask your sponsor what the bureau asked for, and respond quickly. Delays often come from missing documents.

Ritsumeikan tells students to respond promptly to any additional document requests from the Immigration Services Agency. If the COE is denied, the sources do not explain the appeal steps, so ask your sponsor and the bureau in writing for the reason, and fix the gap before reapplying. Keep every email and receipt. If your plans change, remember a COE that expires must be redone. If you are weighing grad study, our graduate school abroad guide explains how overseas degrees and visas fit together, and our is studying abroad worth it guide helps with the larger decision.

How Do You Spot a COE Scam?

No agent can guarantee a COE, and the sources say the COE itself has no government fee. Be careful with offers.

Be careful when a website or agent:

  • Sells a “guaranteed” COE for a large fee.
  • Offers to file a COE for you without a Japanese sponsor.
  • Asks you to pay a personal account for the COE.
  • Sends a COE that does not match your name or status.
  • Claims to be the Immigration Services Agency without an official address.

Verify the application with your school, employer or the embassy.

What Mistakes Cause Problems?

Applying for the wrong status, filing late and letting the three-month validity run out cause most problems. Check each point first.

  • Confusing the COE with a visa.
  • Trying to apply for a long stay without a sponsor.
  • Starting too late for a one to three month wait.
  • Submitting documents outside the three-month freshness limit.
  • Booking flights before knowing the COE date.
  • Letting the 90 days lapse before entering Japan.
  • Following one consulate’s checklist for another.
  • Paying an agent for a guaranteed approval.

When unsure, ask your sponsor and your embassy in writing.
